The Interdepartmental Commission on International Trade has resolved to initiate
and conduct the special investigation in regard to imports of mineral fertilizers
containing the three fertilizing elements – nitrogen (over 10 per cent), phosphorus
and potassium – into Ukraine irrespective of the country of origin and export.
Having given consideration to the application of the Union of Chemical Producers
of Ukraine, the Commission has determined that it contains enough evidence that
the importation of the above complex fertilizers into Ukraine during the 2nd half
of 2008 and 1st half of 2009 was carried out in such volumes and under such terms
that it could cause a significant injury to the national producer.
